I have disconnected every cable

I have disconnected every cable and power to cable modem and netgear wireless modem and still cannot receive the internet from my laptop which is 5 feet away from my desktop. I have a city internet box in the front of my house and that comes up all the time. I have reloaded the softeware from the Neatgear #wgr614nav7 that i purchased from you on 11/28/07 (my second one) What is the problem
