I have downloaded a video from YouTube then when I click replay, it goes back to downloading. What is wrong ?

try a different browser. then go to your video and after it is done, click reply and see if that works

Then it obviously must not have downloaded successfully.

I'm not sure how you're doing it, but you need to save the file into a folder on your computer, in a format that is supported by one of the media players on your computer.
