I have downloaded xampp and was wondering if anyone knows how to make a forum ?

   Forum is a program, not a template! If you’re going to create a forum site at your own domain without any forced ads, you need a web host providing forum tools (phpbb or vbulletin).

   to do so on your own server you will need to register a domain name, subscribe to a fixed IP address through your ISP (very expensive) and then ensure the dns records for your site all point to the right address. You will probably need to host your own email, a serious risk to your system security. You will need to forward all appropriate ports through your router to your server, and open those ports on the firewall. All this before you you start the forum.

   Basically if you want  a.com domain it will cost a bit. But if you do something like no-ip.org all you need to do is get the proper hosting software, download and install the no-ip client and there you go. What no-ip does:
   
   No-ip basically gives a sub domain to your IP. It is also dynamically updates to your IP so you can have a dynamic IP. What it does is forwards the domain to your computer. It's just like typing 192.168.50.1 (or whatever your IP is.
