I have for kids,and need some ideas to make them listen?

I have 4 kids,the oldest is 8,a boy and hes not to bad,but he wines and cries a lot.The next one down the line is my girl,only girl and shes 7.Shes horible,she hits,kicks screams,fights about every thing,shes mean and makes terrible messes and runs off.The next one is a 6 year old boy and hes like her only at times hes worse or better it depends on his mood,he like to go to the bathroom were ever he feels like(the 8 year old does at times)and he likes to break things ,seal food from he fridge and cupboards(they all do it)then we have none and not a whole lot of money to replace it.and he jus messes in it.now the one year old has started in this pattern too.I don't know what to do ,I can't keep up with all of them.They've even had the cops here 2 times.Its impossable to get anything done at all I cant even get one rom cleaned before its trashed again,bill dishes and laundry are almost impossable.They won't go to bed at all.Need ideas and was wondering if anyone elses kids were this bad?

Any anti-social behavior, including the tantrums should be dealt with by saying "obviously you're not feeling well" and isolation in a room alone for x-minutes per year old. After the x-minutes, "are you feeling better now?" if the answer is no, x-more minutes. Make your children responsible for their own actions. The gift that will last a lifetime. Remain unemotional while enforcing the consequences. It's their BEHAVIOR that's bad...NOT THEM.
