  1. If there are eggs or babies, I recommend that you wait until they are done nesting and the fledglings have left.

    As soon as there are no eggs or babies, and the nest removed, you will need to fix your balcony, so they don't return.

    If they are nesting on the rail ledge, you can use pigeon spikes, which look like a thin strip with upward facing nails.  They're not attractive, but make it impossible for pigeons, or other birds, to land on flat surfaces.

    I prefer anti-pigeon gardening, by covering the ledge with long, rectangular planters.  Always use secure mounting brackets.  They make them for deck rails. Taller plants should be used, or - if you don't want to block your view - rows of small pots (too small to nest in), set into the planters.

    Items that move, can help to scare some birds away.  They don't have to be ugly (like fake owls).  Fun garden spinners can be hung from above, or moving plant spikes can be stuck into the planters.  Children love looking at them, too.

    If the pigeons are actually on the balcony, use a similar strategy.   Place furniture or large plants on the spot(s) where they were nesting.
