How long should I wait before I can let them out of the house?

I would start with the 5 year old since she is still young. When you start at a young age your cat can get used to their surroundings. You should also supervise them for the first month. For the 12 year old I would just keep her on a harness and a leash since she is kind of old. You could also put them both on a harness and leash if you wanted. But start as soon as possible for the 5 year old since she is still pretty young.
