I have little tiny bugs in my pool. They have no legs and sqirm around. Are they little misquitoe larva?

if they look anything like this, then yes... they're mosquito larvae.

and if you keep your pool clean and chlorinated, you won't have this problem.

Yes, it sounds like they ARE Mosquito larvae.  You get rid of them by increasing the chlorine in your water.  That ought to do it.  Also, if you can, increase the power of your water-skimmer filter system, because these larvae live very close to the surface of the water and will get sucked into the filter and die.
