I have my own group, did you ever try adding calender reminders to get people chatting?

Like pet day ( tell us about your pets)

movie day ( tell group about your movies)

I guess this goes out to owners & mods, thats generally who creates them, unless owner lets members, which i dont, i do myself, ha

I let my member chosse if they want remind everyone of a date they we need to meet for breakfast or a dinner that were having. Since I'm in charge of setting up the locations and dates I ask my other members to pitch in and help. We all have families and have known each other for 35 plus years or more. If you can't trust your freinds with small tasks it seems like a problem.
