Assuming that "they" is a particular executive administration of the government, the second sentence means that they appointed judges and administrative heads who were like-minded in wanting to "stand pat" (not involve themselves, basically) with respect to businesses [so that they did not really concern themselves with creating and/or enforcing government regulations that might slow such businesses down] for the rest of the decade.  It's hard to be more specific without the full context, but that seems to be the gist of what they're saying.

  In the U.S., the executive branch appoints the people at the highest levels of the federal administrative agencies, which, in turn, are responsible for issuing regulations relating to a number of policy areas.  This gives the executive branch some real power in determining the extent to which (and the way in which) industries are regulated (e.g., when you have a president who doesn't care about the environment, the people who are appointed to run the environment-related agencies tend to reflect the president's mindset and work on reducing environmental regulations or just not enforcing them, while if a president really cares about the environment, then the agencies will tend to reflect that and take a more active role in issuing regulations to protect the environment)....  Also, as we know best with respect to the Supreme Court, the executive branch appoints like-minded individuals as federal judges and the legislative branch can only confirm or reject the nominees.
