  1. You can call in and ask for payment arrangements on that pending bill, then they will probably allow you to reopen services with them.

  3. Sure you can... I do it all the time on the boat when I'm in a marina that doesn't have WiFi... I take the laptop to an INTERNET CAFE and use THEIR link to the Internet.

    There is NO WAY you can log onto the internet if there is NO SIGNAL available... it just doesn't work that way.

    Take your laptop to the nearest Internet Cafe and have fun... or put the phone back in... your choice

  4. Yes you can get a USB wireless adapter. I borrow my daughter's when I use more than my internet allowance. A bit slower than normal broadband but very useful when traveling too. This doesn't require any phone connection at all. Use it in the car if you like, not while driving of course. Garrison's answer is very misleading, you can avoid those expensive internet cafes and the cost  and inconvenience of traveling there too. The USB adapter picks up the wireless signal your internet  provider broadcasts (as long as you are anywhere in their reception area).
