OK here is my problem, my lights and outlets are not working. I change the circuit breaker, that did not help. The breaker does not trip, I check the breaker with a voltmeter and it shows124 V AC. I opened one of the out lets and 0 V when I test accross thewhite and black wire. However, when I check between the outlet box (as the ground)and the white wire I read 124 V and when I check between the black wire and the outlet box, I read 115V. What shoudl I do! Please help. Thank you

  1. Looks like you have a short.

Your white wire should have no voltage too ground.

Check everything on your new breaker, note what has voltage and what dose not. Your problem is on that circuit. Check the last live device closes to the panel box, your short may be their or the next one down the line. If you worked on anything new , most likely that is the problem. Be safe and get a voltage sensor, a quick way to find live wires without touching them http://www.lowes.com/lowes/lkn?action=pr...

  2. I believe the best thing that you can do is call a prffesional ask them to take a look at it and if they tell you what the problem is then you do it yourself
