I have old wooden stadium bench.was painted blue,now chipped&exposed 2elements.what are steps 2restore&varnish

no sure what the wood is originally & there seems to be no signs of varnish under the chipping and flaking paint. is out in the back garden so it has been exposed to rain, hail shine. i would love to restore this small section of stadium bench so i can turn it into a garnde bench

You can either sand off the loose paint, spot prime the bare wood areas with an oil exterior primer ad top coat with an extrior latex, or...

sand off completely and stain it wit an exterior stain (Cabots) or keep it natural with a spar varnish (not polyurethane)
