you can use chemical's specifically designed to remove tar.

it is hard  dont use gas  scrape as much as possible  and concider covering the rest

Turpintine or gasoline will break up the tar/adhesive. Make sure you properly ventilate and wear a facemask

you might want to get that adhesive checked for asbestos.

get a chisle and scrape it off.
