the road sign is yellow, rectangular with an arrow and a black spot, can you tell me what it means?

The only thing that I could come up with is that there was recent road repairs and they are using the this too warn you.

I don't recognise the arrow and black spot, but otherwise what you describe is an emergency diversion route.  To date I've seen a circle, a diamond, a triangle and a box, all in black on yellow rectangles.

I agree with Bardic. This sounds like a diversion sign. At the start of the diversion you will see a sign telling you, "for [this place] follow [this symbol], for [that place] follow [that symbol] and for [the other place] follow [the other symbol]. Thereafter, you just see the symbol you have chosen to follow, together with the arrow showing the direction. If you join the route without passing the start sign then you just ignore these signs as they do not apply to you - you haven't been diverted.

maybe it means an upcoming traffic circle?  I can't really picture from your description.

I think its pointing in the direction of an accident black spot.

Could be wrong, but I did read that they were starting to sign post problem areas on the road but I havent seen one myself.
