I'm 15, I have small bumps on my p***s. Don't worry though, I read that most men have them. As for your crotch itch, probably just your pubic hair  growing, maybe.

They could be hair follicles. Or they could be Fordyce spots. If they're around the rim of the head, they could be pearly penile papules. You can look up pictures of all those things to compare to see if it's any of the above.

Sounds normal to me.  Small bumps are supposed to be there and you're probably itchy because you're growing hair where you never had it before & it is itchy at first.
