Your lips can't be enlarged naturally, but you can achieve results with lipstick.

There are so many long lasting lipsticks and gloss now. A lighter color makes your lips appear bigger. You could use a lip liner, just ouside your lip line, in a darker shade. Then fill with lighter shade. This would make your lips appear larger. Have a play around with make up.

Try something called "Lippin Large" by NYC color.  It may seem cheap to a lot of people, but it's the best lip plumper I've used so far.
