  3. It depends entirely on what the problem is, I'm afraid.

    If it's just a refractive error, very easily.

    If it's due to a cataract, surgery would be required.

    A damaged macula is likely to be untreatable

    Amblyopia (failure of the nerves of the eye to fully develop, due to preference of the other eye) can respond to patching of the good eye and eye exercises through to at least teenage years.

    And that nothing like exhausts the range of reasons for having poor vision  (corneal scarring, optic neuritis...)

    The answer to your question competely hangs on that underlying cause.
