I have some wall paper that don't have the glue on it and i was wondering if there is a way to make the glue?

Just go to a home-improvement store and buy Wall Paper Paste.  It comes either ready-made (ready to use) or you can mix it up with water at home.

I remember my granfather telling me that, when they first got married, they didn't have enough money for the paper and the paste, so he made his own with flour and water.

I have to say that I don't recommend you do the same, as you could end with an infestation of anything, from ants to mice, lol.
