  1. It really depends where you live.  However, most jurisdictions do not require a drivers license to own or buy a car - just to drive one!

  2. You do not need a licence to buy a car, just to drive one.  You do not need a driver licence to insure a car, only if you want to be insured to drive it yourself.  Many retirees who can no longer drive own and insure cars, and have family or friends take them shopping or to appointments.  That way, they are comfortable in their own vehicles, and are also comfortable they are paying their own way.

The non-driver old lady down the way from me kept her car insured for 10 years after her husband passed away, until she passed away herself.  People regularly used her car to take her to town.

Whether your temporary licence can be used for insurance for yourself really depends on the kind of temporary licence, and why you have one.  It also depends where you live.

I could register your car, hand you new plates, and insure your car for you at at once, if you came into my office, and, as a licence issuer, I would also be able to check the status of your licence, but my guess is you don't live in Manitoba.

  3. If you are financing the car then you will be required to carry full insurance on it.  At that point, you would definitely need a license.  If you are buying it for cash then you do not need to show a license.  You will need to provide proof of insurance in order to register it however.

  4. Are you 18 or older? You need to be in order to enter into a contract.

Do you have insurance? You would need to have insurance before driving the vehicle in public roads.

  5. Both answers here are correct. I am a finance manager for a dealership. Some small car lots will sell a vehicle with no license e.g. permit, but typically these are not reputable places who sell good cars to begin with. As answered here, since you do not have a valid Driver License yet, you cannot be insured so most reputable dealerships will not allow you to drive off without insurance. And why would want to anyway? Without insurance you are putting yourself and others at risk, and it's not worth it.

The only other option is to have a licensed driver buy the car with you, and then you could drive the car as long as they are with you, as some licenses require a licensed driver over 18 to accompany you, however that still doesn't address the insurance problem. Wait until you are fully licensed. One question to ask, what if you don't pass the drivers test and you can't a license for several weeks or months longer, then what?

  6. A drivers license is not required to BUY a car.  A drivers license is only required to DRIVE a car.  Contrary to what many believe, all states do not require auto insurance (wisconsin is one state) and in most states anyone who wants, may insure any car their little heart desires.  There is no requirement that one must own the car one insures.
