  1. It could be a few things.

1/ Hose length is too short

2/ You've got a return jet pointed upwards in the shallow end that's pushing the hose  ( and the unit) away from the shallow end. There is a diverter return eyeball that comes with the kit you ought to try.

3/ Your hose weights are positioned incorrectly.

4/ You've been storing your Kreepy hose in a coil and not laid out straight or disconnected. Storing it in a coil, leaves the hose curved. It needs to be straight to work correctly. This is actually a common mistake but it's also mentioned in the manual that coiling the hose is a No No.

If fiddling with the above doesn't get that unit  up into the shallow end, there is a back up valve for kreepy you can buy that attaches inline on the hose. It's called a thruster. Every few minutes, it triggers, shutting off suction to the head and engaging a sort of built in mini in board out board motor that pulls the head to a new spot in the pool and then shuts down automatically and normal cleaning resumes again. This is your last ditch option, since they are pricey and really are meant just for getting Kreepy out of snag spots like ladders, but will work for this.
