I have the sims2 apartment life and i am having trouble with a cheat code?

I am trying to use the one changeLotZoning apartmentbase but I guess I am not using at the right time. It keeps saying "must use in lot" what are they talking about. I have tried all sorts of different ways to do it.

hi! are you on a new lot and trying to build one, that when you change the lot to what you want it to be. after you do everything you want it to have that is.... i hope this helps...
