I have these little things all over my balls and i dont know what they are?

I am 13 so i have had no s*x or anything related to it. they make me itch and i want to know why.

try hydrocortisone cream ...it should clear it up

Hey dude, do you shave your pubic area? if so, try not pressing down so hard. That could cause it to get irritated, it also may be dry skin. I have had itchy pubes before too.

There is no problem with you. I think it could just be some skin that's a bit dry, but nothin serious with your health or anything like that. Don't worry about it.

those are hair follicles and they should be itching.  Its normal.  I was there and i am only 15 right now.  So don't sweat it.
