    If the food was very moist then the bugs may have been maggots, but if the food was only slightly moist the bugs were springtails. Keeping dog food in the garage outside the home causes them to invade. Throw all of the food away, and buy new food, but keep the food in light places, where springtails will not venture to go. Another way is to buy small packages of food at a time so that open bags will not be suspended for a large amount of time
