and well shes a girl we have been friends for like a year and i v'e always told her she was beautiful because she is she truly is gorgous how can can i tell her that shes always on my mind and that she is the most beautiful girl in the world???

  You stated that you have told her before that's she's beautiful so I assume that she takes it just fine and that you two are quite close. In my opinion and personal experience, you should arrange a "date" or some sort where you two can be alone; find somewhere fun and entertaining, not some cliche stuff like restaurants. Sometime during the date, preferably the end, you can build up the conversation slowly into the topic that you want to discuss. Once you feel comfortable, muster up your guts, make eye contact, and tell her whatever you want to say. Try to avoid awkwardness afterward because that's what usually happens. The rest is up to you.
