  1. Ok.  Here is something to consider.  I am opposed to government health care, not because I don't care about people who can't afford insurance, but because I think the quality of health care for everyone would go down.  Changing the way health care is funded (taxes vs insurance premiums) would not make the system more efficient.  In fact, it would probably become less efficient because this adds a layer of bureaucracy to the process.  Plus, if it is free, people will go to the doctor more often, which also increases costs.  To compensate for this, governments must either raise taxes (never popular) or cut costs.  As a result people from around the world, who can afford it, come to the U.S. when they get a serious illness.  They just can't get the same quality care in their own countries.

I have insurance.  So if you force my kids into a government health care program, you are actually decreasing the quality of their health care.  Not a very nice thing to do, for someone who claims to care about kids.

  2. I think since 18 is the abult age in America, all kids should be covered until 18. After that, the system shouldnt be change. If an adult is under-insured or uninsured, it's his/her own choice.

  3. Everyone should be covered but it should be their choice in how they are covered.  If they want the basic policy that will pay for hospice care while they die of a curable disease then that is their choice.  It is crazy to say it is a basic right not to be insured.  So if a woman is pregnant and she has resources but does not want to pay for insurance the government should pick up the tab when she needs a c-section.  h**l no.  Extract the baby and let her die.  Is that the answer?  Wouldn't you agree that if a person has the means to pay for health insurance they should.

  4. If someone doesn't have health coverage, you're going to make them pay for it anyway, if it's partially government funded - you're just not going to give THEM the benefits.

Remember, government gets its money from US, the TAXPAYERS.

Also, government run programs spend about 80% of the dollar on overhead, and have massive fraud issues.  Private run insurance programs are closer to 20% overheard - and fraud still exists, but is better controlled.

If you love calling the DMV and waiting on hold, if you love the lines at most government service offices, if you love government housing projects, you'll love government run health care.

  5. Government controlled insurance for kids?

OK, here are some points you'll want to address:

    1) Who will be covered?

Set an age... 18 isn't a bad idea as it is the generally recognized age of majority... but don't forget that college kids aren't known for being burdened with an abundance of income.  Should there be exceptions?  Or perhaps set a financial limit: how much can a person make and be allowed to come onto the plan?  Is your proposed coverage limited to Citizens of the States?  What about visiting dignitaries or illegal immigrants?

    2) Where's the money coming from?

Keep in mind that the government is already working with one h**l of a large deficet, and are not known for their careful spending.  If you don't want to increase taxes, you've got to take the funds from somewhere... schools? Street maintenance? Development? Underpay the military?  If you do want to increase taxes, you've got to convince a number of politicians to make that happen, (who did you want to cover again?).

    3) Who will approve?

Right now, in private health care, nurses and doctors are employed, by the insurance companies, to determine whether or not a procedure was medically necessary.  Who will do that for the government?  Who will be tasked with overseeing the claims? with auditing the organization for accuracy and checking for fraud?

    4) Convince the Medical Community to Take it.

Right now, more and more doctors and clinics are refusing new patients for the government sponsored programs because the government is dramatically underpaying them.  So not only do you have to sell the idea to the nation that everyone has to pay for universal health care for minors (or whatever), whether you have a kid or not, but then you've got to convince Doctors, typically well educated people, that THIS government program is different: it really will pay them what they need in order to be worth accepting.

    5) Plan Design

You say children should be covered, no matter what.  Ok.  Covered at what, 100%?  80%?  A fixed copay?  Is there a deductible?  What's the annual out of pocket maximum?  How about a lifetime maximum benefit?  what does the plan look like that hits the right niche of coverage v. price?

That's a start.  There are a lot of issues, and none of them are exactly straightforward.  But that's enough to start a paper.  Good luck.
