  1. Okay, so given the information you've provided it's hard to know how to answer because I'm not sure how experienced you are.

There usually aren't places you can go to get your birds trained, most people need to do it themselves, here is how you do this.

Things you need to know about training parakeets:

    1. Younger birds are easy to train, but it's not impossible to train older birds

    2. Male parakeets tend to be more friendly than female parakeets, you can determine the s*x by the color of their cere, which is the colored part above their beaks. Female parakeets have a brownish cere, and males have a bluish one. The color doesn't develop until a few months of age, and until then it'll be more pinkish.

    3. Having multiple parakeets is difficult when you want them to be tame. Parakeets enjoy the company of other parakeets more than humans, so even have two is hard, but you have three. It might be a good idea to buy two more cages, or even one more and keep two in one, and another in the other one, because sometimes having three parakeets can be dangerous since two might pair up and pick on the other one, and possibly harm or kill it. Try picking one out of the cage and spending one on one time with it for a good half our (more if it's too freaked out) and put the other birds in another room so it won't fly for the cage. If it flies away when you try to get it out of the cage, just very gently grab it in your hand and get it out. If it's wings are clipped it might run around on the floor in the room your in, try moving slowly over to it on your knees and holding out one finger. Put the finger to it's stomach and softly say "step up" and lift gently up on it's tummy and it should instinctively step onto your finger (it will take quite a few tries). If you get it to stay on your finger then talk to it very softly and stay very still. Keep repeating this process until it becomes more tame, and do this with all of them maybe a half an hours each a day.

    4. Parakeets bite either when they're afraid or don't want to do something. The best thing to do when a parakeet bites to train it not to, is not to react, because pulling back quickly could scare it more, and so could shouting, or the opposite could happen, and it could enjoy the commotion and bite you for entertainment. If the biting hurts so bad you can't bear it, just slowly take out your hand, but to not scold in a loud voice, in a low voice and not loudly say "No biting..". Try to say that before you pull your hand back.

Best advice: Since it's going to be VERY hard to hand train all three because they're in the same cage together, get one or two more cages and keep at least one in a separate room and spend lots of time a day with that one until it shows improvement then try the other two (but don't forget about the other one.) Parakeets can live up to 15 years and there very bright little birds, not at all like a hamster or any other caged pet, so love them and take very good care of them, even if you don't think they're "fun" anymore. Just make sure you're a good parent.
