  1. Rio de Janeiro, the dollar is worth around 2.20 Reais (brazilian money), so whatever u are taking will double, pretty places and very touristic, friendly people and a lot will know how to speak english.

  2. I'll make it easier for you. You just have to choose between Latin America and South East Asia, because Europe is a must. You'll get to know a lot of history that is directly related to yourself (I would only add Paris) and Italy is a destination that will give you your money's worth.

Between Latin America and Asia, I think Asia not only has a language barrier but also a writing barrier, you won't understand  even the signs, they speak different languages in different countries wich will make it impossible to get to learn (unless you know some spanish wich would help in the Philippines). On the other hand Latin America is all spanish except for Brazil wich is portuguese and similar to spanish, after a month you'll get the hang of it because everithing is named the same no matter wich country your visiting. One more detail that would tilt the balance towards Latin America over Asia is women, your going to see beautifull girls in Argentina, Uruguay, Brazil, Venezuela, Colombia, Panama and San Salvador.

Latin America and Asia are least expensive, Europe instead, is more expensive than the US.
