Significant digits here start with the first digit that is not zero.  That's the 5.  So from there, 4 digits are 5481.  The last 8 would round the 1 up to a 2.  So it's 0.000 548 2

Scientific notation needs to have the decimal point moved so it's after the first non-zero digit.  That's 4 moves to the right so you'll multiply by 10 to the negative 4 power:

5.482 X 10^ -4
