I Googled

"W E Webster" artist

(note the quotation marks) and found a page. I had to use the cached copy. It said

Walter Earnest Webster was a British artist who did a number of portraits of women. He was born in 1878 and died in 1959. Prints of his were produced in large numbers and are still being produced.
