I have very small black bugs in most of the windowsill of my house even in the area of new construction?

what are they and how can I get rid of them! They look like dirt. Some jump and some do not. they are driving me crazy!

There is not enough information to identify the insects.  Jumping would seem to indicate fleas.  Do you have pets.  There are many other sources of bugs.  Some are attracted to homes, new construction offers a way in.  The builders may have brought something that was contaminated with insect eggs from elsewhere.  They are found at windows when they want out. perhaps a day of letting everything out will clear the house( fans could help the the smaller one).  A through cleaning even in the new constructed area might remove any remaining eggs and insect.  Vacuums are very effective on small insects, no they can't get back out.
