I have windows XP. on the tool bar there is a shield and it keeps saying you have a security error...

when i click on it takes me too a webpage that scans my computer but wants me to download it to clear the threats. is this whole thing a virus?

Yes  it is a virus. First they infect your PC then want to charge you money to remove it. Dont fall for their scam! I wuld suggest scanning your PC with  both of these free program to clean up your PC.
