I haver a maxtor quickview harddrive and I want to use it as a PC hard drive I pulled it outta a sky box?

i've installed it in the PC but it says it wont initialize

Sorry to say the interface is wrong for this type of adaptation...it will only work with another sky box...not a PC or laptop.

Just get a good partitioning software, like Paragon Partition Manager.  You can reformat a disk to anyway you want, even if Windows doesn't recognize it.
