As of April 2008, Japan holds 23% of our foreign securities (or 592.2 billion dollars)

And China holds 19% and Honk Kong another 2% (502 and 63.1 billion dollars respectively).

The answer depends upon whether you count the debt owed to the Social Security Trust fund which amounted to about 2 trillion dollars as of the end of 2006. (See http://en.wikipedia.org/wiki/Social_Secu... ) This debt is currently increasing by about 200 billion dollars per year.

The surplus in the trust fund (which has been borrowed and spent by the rest of the government) resulted from reforms in the 1980s when Social Security Taxes and the retirement age were raised in order to build up surplus to help pay for the retirement of the baby boom generation.  It would be an over simplification to call the trust fund an accounting gimmick, because all of the surplus came from FICA taxes on worker's earnings that are earmarked for their retirement. - This is the justification for taxing middle class workers at 15.3% for Social Security and Medicare taxes (including the employer's share of the taxes) in addition to income taxes at perhaps 28%). As a result, the government has a moral and legal obligation to pay the money back when it is needed to pay benefits.   Unfortunately, the government has no plan in place to do so- except perhaps to borrow  more money from the Chinese.

not quite sure the exact amounts but whats scarier is that about 30 years ago America was 80% owned by foreignors so who really owns us? Canada is amassing thousands of Chinese within their country along their border with us for a possible invasion by the hoards against us.
