  1. You are confused.  In Europe gas is bought in Litres. However, their fuel mileage is rated at mpg as well. But, a European gallon is about 4.5 liters, as opposed to an American gallon which is about 3.5 liters. So when a European car gets 40mpg (euro gallon)it it actually about 30-32 mpg(us gallon)


  2. Yes it can be done, but not legally in the US. The reason being US emissions regulations are more strict and being that put more strain on the engine operation.

  4. If it's a fuel injected engine then it requires programming changes in the computer that you may not be able to do. Cars imported to USA are usually tuned to minimize emissions and if changed may not pass a smog test in US. Better to just shop for a smaller, more efficient car.
