I heard that there is a website that tells you who has or has not passed the NCLEX.......is this true?

Exactly 48hrs after you finish your NCLEX you can go to the pearsonvue website where you scheduled your test and pay 7.95 for quick results, if they are available for your state.  Not all states offer quick result, because they are unofficial but they do give you a little bit of peace of mind.  There is also a 1-900 number you can call.

After reading your question again, I wonder if you are asking about someone's else results or if someone else can find out your results.  The only thing someone else can know is that you passed by being issued a license.  No one else can find out if you did not pass, if you know someone who took the NCLEX but did not get a license yet, it could mean that they had issues with their background check, or other application problems that are hindering the license, not the test.
