I heard there's a rotating red traffic signal somewhere in LA, Orange, or Riverside counties. Where is this?

It's at a 3-way stop and the red light moves back and forth. Does anyone know where this is at?

  1. No, but there is an upside down stoplight in Syracuse, NY.  The red light is on the bottom and the green light is on the top!
