I hire a fence company to put up my fence bettewn me and my neighbor for privacy and me and my neighbor have the same amount of land for backyard 25ft a piece and the fence company only gave me 22FT and they have 27ft which now my yard looks small there excuse was that concrete was on the floor and was in the way or something do I have the rigth to argue with them ....also its a attach townhouse

Did the fencing people come and scope out your property before giving you an estimate?  Did they mention the problem with the concrete to you, or explain that the fence-line would run short because of it?

They really ought to have noticed the concrete and explained the problem to you then. That would have given you the option of hiring someone to remove the concrete before the fence installation, or discussing with the fence company the possibility of alternative methods of supporting the fence along that stretch.

It's possible that there's nothing much you can do about it now, though. I'd take a closer look at your contract with the fence company and see what it says about precisely what you contracted them to do.

If you have paid them already it reduces your chances of an easy fix to the problem. If not - get  them out to sort the problem, argue the toss until they do the corrections, if they don't withhold payment until they do, if they refuse use the money to get another company in to correct the mistake.

If you have it clearly written what they were supposed to do for you it will be much easier to get sorted.  The contract is where the detail will be.  If it was all verbal it becomes more difficult to deal with.

Your property should have been staked before they put the fence up.  Speak to the company about coming back and fixing the problem.  The stakes should be on your property line and not in front of it.
