if i can change the carpet cuz its soo old she said yes but i was wondering should i have her sigh a paper saying that she said yes that i could have the room painted and the carpet change

Yes. You also has to include who's gonna paid for the cost and has her stated she won't charge you for cleaning or damages if you pay for it.

if you are paying to replace the carpet - she should pay you for that or reduce your rent a little each month for x number of months

I think you should do that  and I would take some pictures " before - and after" as well . She should also agree , that if you move our one day , you do not have to bring back the room to its original state , but that you can leave it as it is . Generally a tenant has to leave the rented apartment in the same state as he has overtaken it , so anything that is different from general laws , should be written down and signed by the owner . One  day it could save you lots of trouble and money .

Well you can't because you didn't buy the house. Whoever owns the house has a right to say that.

It wouldn't hurt to have that happen.  That way, if she sued you or something, the lawsuit could not be carried out because you have the paper giving you permission to do it.

Yes you need her to sign to say she has agreed to this or she may not give you your deposit when you leave.

yes i think you should just incase when you come to the end of lease, they might not give you back the deposit

Of course the landlord will not argue when you want to make imporvements to HER property...Paint, carpet.

You must get it in writing and remember, in most leases any "upgrades" performed by the tenants must remain on the property and become the property of the landlord.

Always get everything in writing...
