I just got a 15ft jon boat, what do I need for it? bilge pump?please explain reasons?

First make sure it is registered with your state, most states require that you have registration numbers displayed.  

PFD's (life jackets) for each person,

If you have enclosed deck areas you will need a fire extinguisher, if your boat is all open you do not need one.

You need a sound producing device ( horn or  whistle).  Some states require that you have navigation lights for you vessel even if you are operating during the day.  

Another safety item would be distress flares, depending on the water you are on.

In NY you would need oars even with a motor. Life jackets for all on the boat and be wearing them. A way to make noise, and can of air type of air horn. Proper lights to be out after sunset. You don't need a blige pump, a bucket will do on a small boat.
