I just got a Fix-it ticket from a CHP officer for a V.C. emission violation. What should I do to fix it?

Even though I have a shorter intake under my hood, my car passed smog and I have the paperwork to prove it. Will that make any difference? On the back of the ticket it says: STATE REFEREE CERTIFICATION REQUIRED-NO OFFICER SIGN OFF. Please help!

  1. what is a VC emission violation?  

    you are supposed to take the car to the emissions testing and get the car certified.  if you had all that paperwork, i might be inclined to file harrassment complaints with his dept.  he's just being power-hungry.
