I just got a used car I need the top sticker to go on the car...

Am I required to get that myself and go to the court house? or it's the dealership job to take care of that. I don't have the title to the car, and I am paying for the car on a month to month until it paid off. I need that sticker on the car, I already got a traffic ticket....

If yuo are referencing an inspection sticker, yes the dealership should've taken care of that.

If you're talking about registartion, you are required to register the vehicle.

This has nothing to do with the title.
