I think you can if you have a really really good reason, like no one else in your family can drive and you have to help support them etc

No, not unless you get a hardship license.  Hardship licenses are very difficult to get.  You need to show that you are the only licensed driver in your house and you need to drive alone in order to make money to support the family.

nope. that would deminish the purpose of  a driving permit. plus their would be alot more crashes
