Why did you wait so long to get your permit? I live in Florida, you are eligible to get your permit at 15 and have to wait one year after you get your permit to apply to get your license. However, if you get your permit at 18 then you only have to wait 6 months. If you live in Florida, or a state with similar laws, you can probably get away with waiting 6 months - but you won't magically get it because you turn 18. You're the one who made the mistake in waiting so long.

In Georgia, you're able to get your driver's license the day you turn 18 no matter what.  You could have your permit for a day, a week, a year... it doesn't matter here.  I know a few people who just never got their permit and waited until age 18 to get their license.  It might be different for each state, and I'm not entirely sure what their guidelines are.  Just letting you know what it's like here.  Maybe you'll get lucky too. =)
