I just got my lip pierced...?

and the sea salt aftercare spray [from H2Ocean] that I bought is drying out my lips; so is it safe to use some of my medicated Chapstick?

it won't come into contact with the outside at all; and it shouldn't come into contact with the inside since i won't have to l**k my lips anymore.

is it safe, though?

i want to make sure, since i never connected the sea salt spray to dry lips before i left the piercing place.

You should be fine, just be sparing with the chapstick... I'm the same though, I couldn't give mine up and had no problems with my piercing healing, even when I was lazy with cleaning. Lips and tongues heal really easily.
