I think you can add any pre-paid debit card, I am not sure about an AMEX gift card, but all you have to do is call Paypal/Ebay's toll free number, and talk to customer service, they can help you.

Linking your Amex gift card to paypal is not assured. Your chances are 50/50. It all depends on whether paypal requires you to go through their extended verification process, which you cannot do with a bank issued gift card. Click on the link below to understand why.
