I just had carb.rebuilt on honda 745 put them on and got new spark plugs it;s just turning over wont start?

Is it getting fuel?  Is the plug gap set to the correct specification?

did you check to see if you acutely have spark ? are you getting fuel in the combustion chamber? if your not getting spark you will need to go through your ignition system until you find your problem if you have spark get your mechanic to re adjust your carbs

Gas in the carbs? Spark at the Plugs?  It will go if you have both and all else is in order.
