Call the board of health get one stuck to a tape and ask a pharmisist?

-Hi! It possible that you have "Chiggers" which is an immature stage (larvae) of the harvest mite.

Most importantly, what can I do about them?

- Since is live 22 stories up, I assume you are renting so you will want to look over your lease and see if the landlord (building owner) will take care of a situation like that for free. If not call a professional.

Sounds like red spider mites.  Sometimes I see them in old books but usually they hang out near outdoor/indoor plants.  Harmless to humans.
