I just want to know what universities in usa accept application before the student take the TOEFL test?

I think all would. Your application simply would not be complete until they received the TOEFL test, SAT's and so on.

You can send in your application any time.  You would send your TOEFL scores later.

Now, if you're really wanting to know if there are any schools that would accept you without a TOEFL score, it's a much harder question.  If you're coming from overseas, every school I can think of will require a TOEFL score so that they know your English level before admitting you for classes.

If you're in the US already, community colleges, like Oakland Community College in southeast Michigan, don't require the TOEFL, but you will have to take a language placement test before you can enroll in classes.
