  1. The Montgolfier Brothers (they of the first lighter-than-air balloons) developed the hyrdraulic ram specifically for the fountains at Versailles.  The hydraulic ram works very much like a SuperSoaker, in that air in forced into a confined space full of water, which in turn forces the water out through the tubes in the fountain.  The same principal was later used for drilling tunnels under Mont Blanc between France and Italy.

    Before this time, gravity feed was used.  I've seen restored Roman-era villas in Portugal, and their fountains were restored to work in the original gravity-feed manner.
