I would guess no.

Canada has the most freshwater lakes in the world.  Our fishing industry is huge AND we manufacture the fish products here (although our fisheries and factories have been up and down in some places over the last decade, esp newfoundland and the maritimes).

Not sure but Chile (especially the south) has one of the largest productions of salmon in the world and it also has a lot of shellfish which exports all around the world. They may be smaller than Canada but they have a very rich and long coastline. You will need to check in an economics magazine or stuff like that.
